Admin/Biog History	The Howlett Family emigrated from Prince Edward Island, Canada to Winnebago County in 1847. Effie's father William was raised on a farm in Black Wolf Township. She was born there on September 15, 1878. William was married in Winnebago County on May 12, 1868 to Harriet "Hattie" Carlisle. She was born in 1849. William was listed in the veteran section of the 1885 Wisconsin State census at P.O. Oshkosh. He was listed in the 1890 federal census as residing in the town of Black Wolf at P.O. Oshkosh. He was listed in the veteran section of the 1895 state census at P.O. Van Dyne, Fond du Lac County and in that part of the 1905 state census at P.O. Oshkosh. William and Harriet were listed in 1905 as residing on 40 acres of section 29 in the town of Black Wolf. Daughter Effie was then residing with them. Harriet died in 1916 and William died in 1930. Effie was briefly married to W. Schwartzmiller, but changed her name back to Howlett after his death about 1904. In 1906 her father sold the family farm and they moved to the City of Oshkosh. Although Effie was not a professionally trained photographer, she demonstrated a high degree of skill for the craft. Beginning in 1902, she began taking and developing her own photographs. Her images document day to day life, historic sites and events, and the people of the Lake Winnebago region. She often sold her prints to local and national publications. During the last ten years of her life she donated many historic artifacts to the Oshkosh Public Museum. She died at Mercy Hospital June 15, 1936.

Abstract	Recipe book published by the Minute Tapioca Company for the United States Food Administration. It contains recipes for twenty-six dishes which use tapioca to save wheat flour for war purposes: celery soup; rice water soup; cheese tapioca; "Conservation Loaf"; fish pie; "War Cake"; and "Economy Pudding" are a few of them.
